Abstract

The research aims to assess the optimization and mechanism of the Sambu Belakang Padang Customs and Excise Assistance Office in overseeing marine product exports in Batam City. The background highlights non-traditional security issues, specifically the prevalent illegal export of marine products, challenging the supervisory role of Customs and Excise in export activities. Positioned as the outermost area of the Riau Islands Province, Batam City requires Customs and Excise oversight, especially in exporting marine products to neighboring countries like Singapore. Consequently, the Sambu Belakang Padang Customs and Excise Assistance Office was established to conduct supervisory duties. To fulfill its role, the office inspects every fishing vessel involved in exporting marine products in Batam City. The research, utilizing qualitative descriptive methods, collected primary data through informant interviews and secondary data from regulations, documents, literature reviews, and more. Applying Robert J Mockler's supervision theory, the findings demonstrate the effective and optimal performance of the Sambu Belakang Padang Customs and Excise Assistance Office, evidenced by the absence of security violations in marine product exports in Batam City throughout 2023.
